Minutes of a meeting of Sutton Maddock Parish Council held on Thursday 9

January 2020 in Norton Village Hall.

A representative from West Mercia Police had been invited to attend to discuss
speeding and options for Speedwatch in the parish but again had not arrived despite
both the Clerk and the Chairman reminding them.
51/2019 Fire safety Announcement
The Chairman gave a fire safety announcement.
52/2019 Apologies for absence
RESOLVED that Members received apologies of absence from:
• Cllr. Hattie Attwood – personal commitment

53/2019 Declarations of Interest.
RESOLVED to receive declarations of interest under consideration on this agenda in
accordance with the Localism Act 2011 s32 and The Relevant Authorities
(Disclosable Pecuniary Interests) Regulations 2012. There were none.
54/2019 Public Question Time and Participation
There were no Members of the public present – the guest is a potential Parish
Councillor who is showing interests in joining the Parish Council.
55/2020 Vacancy for a Councillor
There was a local resident possibly interested in becoming a Councillor present at
the meeting.
56/2019 Chairman’s Announcements
The Chairman informed Members that the Parish Clerk had had her appraisal before
the Parish Council meeting with her and Cllr. Speke.
Concern was expressed by all the Council about the lack of responses received from
Shropshire Council. This was felt to be unacceptable but Members asked that the
Clerk copy them in to all the e mails that she sent to them for information.
57/2019 Minutes
RESOLVED to approve the draft minutes of the Parish Council meeting held on
Thursday 14th November 2019
58/2019 Updates on items from the meeting on the 14th November 2019
The Clerk will report back on the following matters:
• Report on the meeting held with Cllr. Michael Wood – the Chairman and Cllr.
Speke had met with Cllr. Wood just before Christmas.
• Any updates on Renew – they are supposed to have moved out but Members
had evidence that the operation was still in situ. Kemberton Parish Council
was taking no further action. Any photographic evidence of lorries using the
Ryton Road would be sent to Michael Wood and/or Renew/Graham Manton.
• Haven Hills Ménage lights – these had not been on for several months
• Signage outside Apley Farm on the road verge and Sutton Maddock
Roundabout – although only a few signs had been at the roundabout recently
new signs had now appeared. Apley Farm were felt to be out of control and
unmonitored – the Clerk would contact Shropshire Council yet again.
• Smartwater – the Clerk would circulate the list received to Members who felt
that they would be able to distribute the remainder of the stock held to
households in their immediate locality.
• Glamping pods in Sutton Wood which Max had raised with Shropshire Council
– these had been removed and it appeared that there was no longer evidence
that they were being advertised
• Private Road notice – Hattie and Max could remove this notice; The Clerk
would forward all the information received from Shropshire Council which
gives this permission
• Flooding along the A442 and by Sutton Maddock Village Hall – the Clerk had
e mailed Graham Downes at Shropshire Council but as yet had not received a
response. The Clerk re- emailed the original e mail in the meeting.
• In conjunction with the flooding above there was concerned raised about
potholes on the A442 road from Bridgnorth to Sutton Maddock.
• Cllr. Wood had been asked about the Brockton Crossroads as it had been
pointed out to him that the signage still did not work and recently there had
been several accidents. Cllr. Wood was going to ask about a no right turn
notice, perhaps on a temporary basis in the beginning, so you cannot turn
right at the junction from Brockton.
59/2019 Finance
i) Accounts for Payment
RESOLVED that Members agreed the following payments:
• Clerks salary 185.97
• HMRC 46.40
ii) RESOLVED to note that the bank account has £6467.24 in it.
iii) Budget 2020/2021
RESOLVED that Members agreed the budget for 2020/2021 at £2617
and agreed the precept as £2617.
Further RESOLVED that the Band D equivalent is £21.04 .
60/2019 Planning
10.1 Planning Applications
Members noted that there were no planning applications for consideration at the
meeting.
10.2 Applications considered in between meetings:
There were no applications considered in between meetings.
10.3 Decisions
Members are asked to note the following:
Granted: There were no applications granted since the last meeting.
Refused: There were no applications refused since the last meeting.
61/2019 Shropshire Council
RESOLVED to note:
• The bin in the bus shelter by the church crossroads at Vicarage Lane was
never emptied despite Cllr. Speke contacting Shropshire Council on several
occasions. The bin was not on the Veolia round. The Clerk was asked to
make enquiries regarding adding the bin to the routine refuse collection round.
62/2019 Any new matters relating to the parish not included elsewhere on the
agenda
• Cllr. Speke brought up his concern about the funds from the sale of the old
village hall, how it was invested, and the current make-up of the committee.
He also reminded Councillors that the funds raised were to be used for the
benefit of the community and Members felt that the young people of the parish
should also benefit. It was thought that the committee numbers had dwindled
and that more people should be added.
Members felt that a possible use of some of the funds would be a parish
defibrillator and asked that Members considered sites for the next meeting.
They also felt that a meeting of the committee should be called soon, where
the Parish Council have a representative, to enable matters to move forward
and discuss how to use the funds beneficially in the parish. The Clerk would
contact Angela Chatham to raise these issues.
• Members asked that there be a standard agenda item each month entitled
Parish Council Policy Updates”.
63/2019 Date of next meeting
Members are asked to note that the next meeting of Sutton Maddock Parish Council
is scheduled to be held on Thursday 12th March 2020.
Members are asked to agree the following meeting schedule for 2020:

• Thursday 2nd July (note 1st Thursday)
• Thursday 3rd September (note 1st Thursday)

Recording of Meetings
Under the Openness of Local Government Bodies Regulations 2014, members of
the public may now film, photograph and make audio recordings of the proceedings
of the formal Council meeting, though not, under current legislation, of the Public
Participation session, as this is not part of the formal agenda of the meeting.
Recording activity should be respectful to the conduct of the meeting and behaviour
that disrupts the meeting (such as oral commentary) will not be permitted.
It is hoped that a representative from West Mercia Police may be able to attend to
discuss speeding and options for Speedwatch in the parish.
