SUTTON MADDOCK PARISH COUNCIL

Minutes of a meeting of Sutton Maddock Parish Council held on Thursday 11th January 2019 in Norton Village Hall.

Also present: Anne Wilson – Parish Clerk

Cllr. Michael Wood had not been heard from as to whether he could attend this meeting
although it was understood he had not been too well recently.

75/2018 Fire safety Announcement

The Chairman made a fire safety announcement.

76/2018 Apologies for absence

RESOLVED that there were no apologies of absence for this meeting.

77/2018 Declarations of Interest.

RESOLVED that there were no declarations of interest under consideration on this agenda
in accordance with the Localism Act 2011 s32 and The Relevant Authorities (Disclosable
Pecuniary Interests) Regulations 2012.

78/2018 Public Question Time and Participation

There were no Members of the public present.

79/2018 Co-option of a Councillor

RESOLVED that Members confirmed the co-option of Chris Walker as a Parish Councillor
for Sutton Maddock Parish Council. He signed his Declaration of Acceptance of Office and
his Declaration of Interest form would be forwarded to him to complete.

80/2018 Chairman’s Announcements

The Chairman informed Members that the Clerk had had her appraisal before the Parish
Council meeting. One of the areas that she had raised and were discussed was raising the
profile of the Parish Council, the use of Facebook and Twitter and articles to be placed in the
Church newsletter about the work of the Parish Council.

81/2018 Minutes

RESOLVED to approve the minutes of the Parish Council meeting held on Thursday 13th
December 2018

82/2018 Updates on items from the meeting on the 13th December 2018

The Clerk will report back on the following matters:
• Concern about Renew where Graham Manton, Apley Estates had been
involved a couple of enforcement actions in relation to Grindlehouse Farm
who were still not keeping to their planning consent and conditions. Further contact
would be made about this matter
• Installation of the CCTV signage for the Rural Crime Initiative and whether
they were available. The Clerk would contact the local Sargent.
• Smartwater. Jess Hindley was to be contacted with a view to distributing the
remaining sets within the parish.
• Haven Hills Menage lights – The Clerk had contacted Shropshire Council (SC)
– no reply had been received from Shropshire Council planning. She was
asked to follow it up.

The Clerk was asked to report the New Bungalow at Brockton to the Planning Department
as they were using lights at night. They had stopped but recently started using them again.

83/2018 Finance

i) Accounts for Payment
Members noted that there were no accounts for payment.
ii) Bank Reconciliation
There was no paperwork available.
iii) The budget for 2019/2020
Members considered the proposed budget and noted to set a 0% increase that £2068 would
be the precept figure.

RESOLVED that the budget be set at £2590.02.

RESOLVED that the precept be increased by 7.5% to £2227.60

Further RESOLVED that the difference of £362.42 be funded from reserves.

84/2018 Planning

iii) Planning Decisions
Members noted the following decision:
18/05208/FUL Woodside Cottage, 7 – 8 Brockton, Shifnal, Shropshire, TF11 9LZ
Proposal: Erection of new tiled pitched apex roofs to existing flat roof dormers
85/2018 A442 Brockton Crossroads
There was no update. It was noted that Alice had left SC and therefore the Clerk was asked
to contact Steve Brown again about the matter. It was noted that there had been two
accidents at the crossroads the week of the meeting.

86/2018 Buckingham Palace Garden Party

There were no nominations to attend the Buckingham Palace Garden Party on 29th May
2019.

87/2018 Any new matters relating to the parish not included elsewhere on the
agenda

Members were invited to raise any matter brought to their attention in the parish but are
asked to note that no decisions can be made under this item.

i) There was a serious accident on the bend in Brockton on the Sunday before the
meeting. Members asked the Clerk to contact Graham Downes at SC about
reducing the speed limit on this road. SC were aware of the concerns about the
speed of traffic on the road. Members noted that SC had put a spending freeze
on all road safety policy matters. One a Councillor, said that it was felt that
residents would possibly contribute to signage on that road.

ii) The Chairman said that two sets of people had come from STAR Housing to look
at land and the garages in Brick Kiln Lane, although neither party knew the other
one had been.

88/2018 Date of next meeting

Members RESOLVED to note that the next meeting of Sutton Maddock Parish Council is
scheduled to be held on Thursday 14th March 2019.

We have been invited to recommend two Chairmen/Mayors and their guests (total of 4 nominations) to the Buckingham Palace Garden Party on 29th May 2019.

Please find attached  Buckingham Palace Garden Party Guidance and Nomination Form for 2019.  This year, to comply with Data Protection Regulations, we have included a Consent Form to process nominee’s personal data.

Please ensure that your nominations (with consent forms) reach SALC (preferably by email) by 12 noon on Thursday 24th January 2019.   After this date successful nominees will be drawn at random by SALC from a pool of all valid nominations received.  There is no need to provide information to support your nomination.
