SUTTON MADDOCK PARISH COUNCIL
It is fully understood that this may not be a suitable or acceptable method of holding a meeting for all Councillors or members of the public but during the implementation of the COVID – 19 restrictions the Government has looked at alternative options of holding a meeting rather than face to face. We are currently not able to meet face to face.
Minutes of a virtual Meeting of Sutton Maddock Parish Council held on Thursday 3rd September 2020.

Rod Lake from the Safer Roads Team was invited to join the September Zoom Parish Council meeting to discuss the ongoing concerns about speeding in the parish. Rod was not able to join the meeting but has offered to meet Members on site to discuss the ongoing concerns.
Angela Chatham from the Village Hall Committee had been invited to join the September Parish Council meeting to facilitate a conversation about the funds from the sale of Sutton Maddock Village Hall and also the makeup of the Committee as member numbers seem to be dwindling. Angela did not join the meeting and will be contacted again by the Clerk.
13/2020 Apologies for absence
RESOLVED to receive apologies of absence for this meeting from:
- Mrs Adelle Evason – personal reasons
14/2020 Declarations of Interest.
RESOLVED to note that there were no declarations of interest under consideration on this agenda in accordance with the Localism Act 2011 s32 and The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.
15/2020 Public Question Time and Participation
There was one member of the public present who asked for comments from the Council on his proposal to bring a wooden lodge business to Longwood, Sutton Maddock. Members felt that the member of the public should make himself familiar with the Shropshire Council Local Development Plan and to talk to a planning officer for pre-application advice. He was informed that his proposal would appear to be contrary to local/National Green Belt policy and Shropshire Council Open Countryside Policy.
16/2020 Chairman’s Announcements
The Chairman reported that she intended to attend the virtual SALC Area Committee meeting the following week. It was asked that she express thanks on behalf of Sutton Maddock Parish Council for SALC’s response during COVID – 19.
17/2020 Minutes
RESOLVED to approve the draft minutes of the Parish Council meeting held on Thursday 9th July 2020.
18/2020 Renew
Members received an update on Renew leaving the site at Grindle House Farm.
The Chairman reported that she had been contacted by the Clerk of Kemberton and Ryton Parish Councils with a view to attending a joint meeting to discuss the Renew situation. However she had not heard anything further and to date no meeting had been arranged. The Clerk contacted the Clerk of Kemberton during the meeting who agreed to bring the matter up at her Parish Council meeting next week. However, the Kemberton Clerk informed the Clerk that Shropshire Council had said that they would not let Renew slip on their promise to have the site empty by the end of September.
There is evidence that some material is being moved but concern was expressed that there is still no signage up at their new premises to say that Renew is on site. The address on their website still continues to be Grindle House Farm despite promises made that this would be altered.
Despite a reminder request, no update had been received from Ian Kilby at Shropshire Council in time for the meeting.
19/2020 Updates on items from the meeting on Thursday 9th July 2020
The Clerk reported back on the following matters:
- Signage outside Apley Farm on the road verge and Sutton Maddock Roundabout.
New signage had been erected for a new storage site at Cotsbrook. Discussion took place about whether this site had permission to offer storage.
Although this is not in Sutton Maddock Parish, councillors agreed a complaint to Shropshire Council should be submitted on this matter.
- Private Road notice – The sign was still in situ.
- Flooding along the A442 and by Sutton Maddock Village Hall – the relevant Shropshire Council officer was looking into this matter
- Brockton Crossroads – a site meeting had been arranged for 7th September with David Gradwell (Shropshire Council) and Dave Davies (WSP) to look at possible further measures at the crossroads
20/2020 Finance
Accounts for Payment
RESOLVED that the following payments be made:
- Wilson salary £93.20
HMRC £139.17
- Wilson reimbursement of the Parish Council BHIB Insurance renewal £218.00
21/2020 Planning
21.1 Planning Applications
There were no planning applications for consideration at the meeting.
21.2 Applications considered in between meetings
There were no applications considered in between meetings.
21.3 Decisions
RESOLVED that Members noted the following:

21.4 Any other Planning Matter

22/2020 Shropshire Local Plan
Members were asked to consider the Local Plan in relation to the parish of Sutton Maddock or any matter contained within the plan which may affect the parish. It was agreed that nothing affected the parish.
23/2020 Shropshire Housing Strategy Consultation
Members were asked to consider the Housing Strategy Consultation. It was agreed that nothing affected the parish.
24/2020 Shropshire Council
There were not matters pertaining to Shropshire Council to consider.
25/2020 Any new matters relating to the parish not included elsewhere on the
agenda
RESOLVED that Members are invited to raise any matter brought to their attention in the parish but note that no decisions can be made under this item.
- Building in Brick Kiln Lane at the garages
There was no update on this matter. Broseley TC had originally asked if there was any planned development. Cllr. Wood had said that he was not aware of any plans for the site.
- Parish website
RESOLVED that the Clerk ensure that there is more news on the website e.g. matters such as Renew, e mails received with e.g. road closures, Local Plan etc so the local residents have more information as to what the Parish Council does. The Clerk had contacted Hugo Fox who were working on making their websites DDA compliant and that she had begun to update the re-organise the website.
The Clerk was asked to investigate the domain name www.suttonmaddockpc.co.uk which the Parish Council paid £70 for in 2016 but which is still not in use. She would raise this with Hugo Fox.
- Minutes
The Clerk was asked to see what can be done to establish a system whereby all correspondence is logged or attached to the minutes in order that a paper trail can be viewed by councillors only.
- Grant request from Severn Gorge Countryside Trust
The Parish Council had received a grant request from the Severn Gorge Countryside Trust who had carried out a lot of work in Sutton Wood. Cllr. Speke would find out more information and report back to the next meeting.
- Bin in the bus shelter at Sutton Maddock
The Clerk was asked to contact Shropshire Council and enquire the cost of emptying the bin in the bus shelter at the top of Vicarage Lane on the A442.
- Visibility
The Clerk was asked to contact Shropshire Council about difficulties with visibility, due to the height of the grass verge, as you turn out of Vicarage Lane onto the main road. It was noted that there is the same problem at Brockton Crossroads. It was noted that Shropshire Council had reduced the number of cuts to the verges. The Clerk was asked to put in a complaint and at the same time ask what the number of cuts per year is
- Newsletters
Cllr. Hill said that during the COVID crisis she had received the local Six Parishes newsletter by e mail and had circulated it where she could, the latest edition being September. It did appear that paper copies delivered to homes were now being restarted.
26/2020 Date of next meeting
RESOLVED to note that the next meeting of Sutton Maddock Parish Council is scheduled to be held on Thursday 12th November 2020.
This will need to be via virtual means unless the COVID-19 restrictions on how Parish Councils hold meetings is lifted.

Recording of Meetings
Under the Openness of Local Government Bodies Regulations 2014, members of
the public may now film, photograph and make audio recordings of the proceedings
of the formal Council meeting, though not, under current legislation, of the Public
Participation session, as this is not part of the formal agenda of the meeting.
Recording activity should be respectful to the conduct of the meeting and behaviour
that disrupts the meeting (such as oral commentary) will not be permitted.

Rod Laker from the safer roads team has been invited to join the September Zoom
