in Norton Village Hall held on Thursday 27th January 2022 at 7.30 pm

57/2021 Apologies for absence
RESOLVED to receive apologies of absence for this meeting from:
• Cllr. E. Attwood – personal reasons
• Cllr. E. Evason – unwell
58/2021 Declarations of Interest.
RESOLVED to that there were no declarations of interest under consideration on this
agenda in accordance with the Localism Act 2011 s32 and The Relevant Authorities
(Disclosable Pecuniary Interests) Regulations 2012.
59/2021 Public Question Time and Participation
There were no members of the public present.
60/2021 Election of Chairman
RESOLVED to elect Cllr. Martin Humphries as Chairman of Sutton Maddock Parish
Council for the remainder of the municipal year.
61/202 Platinum Jubilee Gifts
RESOLVED that the Parish Clerk contact Dash.co.uk to find out how much 250
Jubilee Mugs for each house in the parish at £2.75 each and report back to the
Councillors with the information.
Further RESOLVED that the money for the mugs be taken out of General Reserves.
62/2021 Precept 2022/2023
Members considered the draft budget as circulated with the agenda of the meeting
on Thursday 13th January 2022.
Further consideration of this item took place within six months of a decision being
made for the following reason in that the Council Tax Base presented to the Parish
Council at their meeting on the 13th January 2022 was incorrect and will make a
material difference to the precept
Members therefore confirmed that:
• The budget be £2811
• The Precept be £2712
• That £99 be taken out of General Reserves
Members noted that this represented a 0% increase in Council Tax.
63/2021 Training
Following the meeting on the 13th January 2022 it has come to light that there is a
Member who is not able to attend training on the 31st January 2022 and therefore the
training will not take place.
One session of training will take place on Tuesday 8th February 2022 and Members
are asked to agree a second date from the following, the date being an evening
everyone can attend by Zoom:
• Monday 21st February at 7.30 p.m.
• Tuesday 22nd February at 6 p.m.
• Thursday 3rd March at 7.30 p.m.
All Members present confirmed that they could attend any of these dates and
RESOLVED that the Parish Clerk ask the two absent Councillors which days they
were able to attend and then the second training session would be set for that date.
64/2021 Welcome Back Fund
RESOLVED that following the circulation of information by e mail to all Councillors
about the Welcome Back Fund Members agreed that there was nothing the Council
wished to apply for.
65/2021 Installation of Defibrillator
Following the e mails in between meetings from Cllr. Attwood Members the
opportunity for the installation of a defibrillator. Members spoke about locations and
the funds available through the funds from the sale of Sutton Maddock Village Hall.
Conversation ensued about the funds available to spend in the parish from this sale.
RESOLVED that the Parish Clerk contact the Charman of the Sutton Maddock
Village Hall Committee and ask her to attend the next meeting of the Parish Council.

Recording of Meetings

Under the Openness of Local Government Bodies Regulations 2014, members of the public may now film, photograph and make audio recordings of the proceedings of the formal Council meeting, though not, under current legislation, of the Public Participation session, as this is not part of the formal agenda of the meeting. Recording activity should be respectful to the conduct of the meeting and behaviour that disrupts the meeting (such as oral commentary) will not be permitted.

Members are asked to receive apologies of absence for this meeting.

 

  1. Declarations of Interest.

To receive declarations of interest under consideration on this agenda in accordance with the Localism Act 2011 s32 and The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.

Members are reminded that should you declare a pecuniary interest at a meeting, it is your responsibility to inform the Monitoring Officer.

 

  1. Public Question Time and Participation

Members of the public are advised that they are welcome to ask questions about items on the agenda. It is not always possible to give a verbal response at the meeting and questions may receive a written reply. No resolution can be made under this item.

Questions should relate to matters of Parish Council policy or practice and not relate to the individual affairs of either the questioner or any other named person.

 

  1. Election of Chairman

Members are asked to elect a Chairman of Sutton Maddock Parish Council for the remainder of the municipal year.

 

  1. Platinum Jubilee Gifts

Members are asked to look at the following websites with regard to the option of purchasing a Platinum Jubilee Gift for each household in the Parish.

  • com (email circulated to Members)
  • Royal Mint (No 50p coins remaining only £5 coins)
  • com
  • The Queens Platinum Jubilee
  • com
  • co.uk (e mail circulate to Members)

There may be other options which Members are asked to circulate to Councillors and the Clerk before the meeting.

Members are also asked to consider whether:

  1. They would like to purchase a gift for each household in the Parish
  2. They wish to take the funds for these gifts out of reserves or increase the Budget to pay for these items.

 

  1. Precept 2022/2023

Members are asked to bring the draft budget as circulated with the agenda of the meeting on Thursday 13th January 2022.

Further consideration of this item may take place within six months for the following reasons:

  1. The Council Tax Base presented to the Parish Council at their meeting on the 13th January 2022 was incorrect and will make a material difference to the precept

  1. Members may consider increasing the budget to take into account the purchase of Platinum Jubilee Gifts

Members are therefore asked to consider the new figures and Council Tax Base and agree a way forward.

 

  1. Training

Following the meeting on the 13th January 2022 it has come to light that there is a Member who is not able to attend training on the 31st January 2022 and therefore the training will not take place.

Following the e mails in between meetings from Cllr. Attwood Members are asked to note and consider the opportunity for the installation of a defibrillator.
