Minutes of a Meeting of Sutton Maddock Parish Council in Norton Village Hall held on Thursday 13th January 2022 at 7.30 pm

43/2021 Apologies for absence
RESOLVED to note that there were no apologies of absence for this meeting.
44/2021 Declarations of Interest.
RESOLVED to note that there were no declarations of interest under consideration on this agenda in accordance with the Localism Act 2011 s32 and The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.
44/2021 Public Question Time and Participation
There were no members of the public present.
45/2021 Chairman’s Announcements
The Chairman had no announcements to make in relation to parish matters or the agenda.
46/2021 Minutes
- Bullet point 4 should read:
The 50mph goes out from Brockton to Kemberton Quarters junction where there are no dwellings fronting the B4379 and just 2 dwellings accessed of a cul de sac, and a large grass verge.

Coming into Brockton from Kemberton Quarters where there are several bends, a narrower bridge, numerous dwellings fronting onto the B4379 and two large farms, where there is no footway or meaningful verge there is a new National Speed Limit sign (60mph).
There is no signage coming into Brockton from Sutton Maddock.
- 29 iii) should read GDPR not DDA
The Parish Clerk reminded Members to inform the Clerk before the meeting of any amendments. required to the minutes.
RESOLVED, with the amendments above, to confirm the minutes of the Sutton Maddock Parish Council meeting held on Thursday 111th November 2021.
47/2021 Report from Shropshire Councillor
Councillor Richard Marshall, Shropshire Councillor gave a report and update on the work of Shropshire Council and his role as a Councillor.
- There are emergency repairs to be carried out on the A442 from the Bandon Arms to the S bend on the hills to start the last week of January/early February.
- The pothole by the Sutton Maddock roundabout is finally going to be properly repaired
- Shropshire Council Highways have now repaired more than 20K potholes since May but acknowledge that there is still a lot more to do – the extra funding paying dividends
- Marshall will always be honest with his parishioners even if it is not want they want to hear
- Council Tax will see a significant rise for 2022/2023 – 2.99% increase for elements and 1% for social care = 3.99%
- The reality is a 3-year package settlement, but the government are only giving one year settlement. Shropshire Council and MPs are lobbying government.
- Social Care makes up 85% of the budget and it is difficult to provide the remainder of the council services within the remaining 15% meaning that there are going to obvious cuts
- Marshall was aware of a letter being circulated by Kemberton Parish Council about their concerns about the services and lack of response by Shropshire Council to their e mails etc. Many of the matters they raise is before this current administration came into post
- The day of the meeting saw Shropshire Council agree new recycling dustbins across the county replacing the recycling boxes
- Members asked if you still recycle cardboard in the bags and noted that replacement ones are available

- Members expressed concern about how long the streetlights from the roundabout coming into Sutton Maddock had been out of use for. It was known that there was an underground fault and Members were made aware that the repair was cost prohibitive
48/2021 Parish Council Matters
- Training
The Parish Clerk will be conducting several short training sessions for Members via Zoom on mutually convenient dates on the following matters now that the Parish Council has a full membership.
The Parish Clerk offered dates in January 2022 but not all Councillors replied and therefore Members are asked to confirm which of the following dates they would be able to attend training. It would be better if two dates were picked when all Councillors are available.
RESOLVED that training would take place by Zoom on the following dates:
- Monday 31st January 2022 at 7.30 p.m.
- Tuesday 8th February 2022 at 7.30 p.m.
- GDPR
The Clerk informed Members that she would be sending the current GDPR policies of the Parish Council to a colleague to update.
The Clerk was looking into obtaining.gov.uk e mail addresses for all Members.
- Reports from Representatives of Outside Bodies
Members of outside bodies who had attended meetings representing those bodies in in between meetings gave a short report on the meeting they have attended.
- SALC AGM
- Bridgnorth and Shifnal Area Committee
- Citizens Advice Bureau AGM
49/2021 Finance
- Accounts for Payment
Members noted that no payments can be made as there are not the relevant signatures on the accounts. It is hoped that now the Clerk has internet access to the bank accounts that this may help add more signatures.

- Bank Account
RESOLVED that Members noted that as of 16th November 2021 the Parish Council bank account had £8056.42 in it.
- Update on Sage Refund
The Parish Clerk updated Members on the issues surrounding Sage and stated upon filling in the satisfaction survey stating that the Parish Council were very dissatisfied with them and now had a phone number to call them on to discuss us leaving.
- Budget 2022/2023
Members were asked to consider the budget for the Parish Council for the financial year 2022/2023.
RESOLVED that the budget will be 2811.
RESOLVED that the precept will be 2762
Further RESOLVED that this will be made up of 2672 precept and 139 from General Reserves. This will represent a 0% increase.
50/2021 Matters for information and consideration
- Kemberton Parish Council
Members noted the letter from Kemberton Parish Council with regard to issues of concern about the dissatisfaction with the service and support offered by Shropshire Council.
- Jubilee Events
Following discussion, it was agreed that:
- The Parish Council would like to give a Jubilee memento to each house in the parish, noting that a decision may need to be made before the next meeting
- Tony and Martin to liaise with Norton PC to be part of the Jubilee event in the parish on 5th June
- The option of lighting a beacon on the 2nd June with the remainder of the UK be explored
- Ryton and Grindle Parish Council
Ryton and Grindle Parish Council were seeking the views of its neighbours in the 6 Parishes regarding undertaking a Neighbourhood Plan. The thinking of the Parish Councillors is that a Neighbourhood Plan carries more weight than a Parish Plan and might allow for more shaping of development that may be mooted in the area. Would there be any interest in doing a joint Neighbourhood Plan from your Council? 4
RESOLVED that Members felt that a Neighbourhood Plan in reality does not carry much weight when planning applications are considered by Shropshire Council and the Local development Framework carries more weight and therefore did want to undertake a Neighbourhood Plan.
51/2021 Planning
- Planning Applications
21/06006/FUL Brockton Hill Farm
Erection of a single storey extension and remodelling of existing dwelling and associated landscaping
RESOLVED that Members had no objections to this application.
- Planning Applications Approved
RESOLVED that Members noted that the following application had been approved:
- 21/05345/FUL Havenhills Farm Lower Haven Hills
Erection of 2no Polytunnels
- Planning Applications Refused
There were no applications refused
- Any other Planning Matter
There were no other planning matters as at the time of writing the agenda but planning matters may be bought up for consideration by Members.
52/2021 Sutton Maddock Village Hall
Following discussion, it was agreed that the Clerk would contact the Chair of the Committee to find out where the funds are, what funds were still available, how it could be spent and when a meeting was to eb called. There was concern expressed that the funds were not being used for what they were intended for and this needs to be explored. Perhaps the funds should be managed by the Parish Council.
Initially the Sutton Maddock Village Hall Committee was made up of representatives of local groups but now it is expected that many of those group representatives no longer have representation on the committee. The Parish Council representatives are Cllr. Evason and Cllr. Attwood.

53/2021 Parish Council Website
The Clerk had the details of a possible new website provider.
Concern was expressed about the current website and the information on it which the Clerk would investigate further. There were also a few other sites purporting to be the Parish Council too which the Clerk would explore.
54/2021 Shropshire Council
- Local Cycling and Walking Infrastructure Plan – Shropshire
This was relevant to towns and Members were disappointed to see that there was no mention of any paths in Sutton Maddock and Norton.
55/2021 Any new matters relating to the parish not included elsewhere on the
agenda
Members noted that the Chairman, Cllr. Evason was resigning as Chairman for personal reasons but would consider remaining on the Parish Council. A new Chairman would be elected at the next meeting.
A conversation about a definitive Parish Council map was had.
56/2021 Date of next meeting
RESOLVED to note that the next meeting of Sutton Maddock Parish Council is scheduled to be held on Thursday 10th March 2022 at 7.30 p.m. in Norton Village Hall.
Members noted that the dates of Parish Council meetings for the remainder of 2022 were as follows:
- Thursday 12th May – Annual Parish Meeting and Annual Meeting
- Thursday 14th July
- Thursday 8th September
- Thursday 10th November

Recording of Meetings

Participation session, as this is not part of the formal agenda of the meeting.

Questions should relate to matters of Parish Council policy or practice and not relate
to the individual affairs of either the questioner or any other named person.
4. Chairman’s Announcements
The Chairman will give any announcements in relation to parish matters or the
agenda.
Under this item Councillors and the Parish Clerk will introduce themselves to each
other.
5. Minutes
Members are asked to confirm the minutes of the Sutton Maddock Parish Council
meeting held on Thursday 111th November 2021.

6. Report from Shropshire Councillor
Councillor Richard Marshall, Shropshire Councillor will give a short report and
update on the work of Shropshire Council and his role as a Councillor.
This report will include an update about the proposed works to the A442.
7. Parish Council Matters
i) The Parish Clerk will be conducting several short training sessions for
Members via Zoom on mutually convenient dates on the following matters
now that the Parish Council has a full membership.
The Parish Clerk offered dates in January 2022 but not all Councillors replied and
therefore Members are asked to confirm which of the following dates they would be
able to attend training. It would be better if two dates were picked when all
Councillors are available.

8. Finance
i) Accounts for Payment
Members are asked to note that no payments can be made as there are not the
relevant signatures on the accounts. The Clerk will update Members at the meeting.
ii) Bank Account
Members are asked to note that as of 16th September 2021 our bank account
had £8073.21 in it.
iii) Update on Sage Refund
The Parish Clerk will update Members on the issues surrounding Sage.
iv) Budget 2022/2023
Members are asked to consider the budget for the Parish Council for the financial
year 2022/2023. The precept figures will set the Council Tax
Draft Budget Information attached Appendix B
Accounts at Year End for 2021/2022 (to assist) Copy attached Appendix C

9. Matters for information and consideration
i) Kemberton Parish Council
Members will be circulated before the meeting with a letter from Kemberton Parish
Council with regard to issues of concern about the dissatisfaction with the service
and support offered by Shropshire Council.
ii) Jubilee Events
The Chairman will update members on thoughts locally about celebrating the
Jubilee.
iii) Ryton and Grindle Parish Council
The following e mail has been received which Members are asked to consider:

Members are asked to consider or note the following – as at the time of writing the
agenda there are no matters.
14. Any new matters relating to the parish not included elsewhere on the
agenda
Members are invited to raise any matter under this item but noting that no decisions
can be made although instructions can be given to the Clerk.
It is also the opportunity to ask for items for a future agenda but noting that if the
items require research, then unless a simple answer can be obtained by the Parish
Clerk by an e mail or telephone call then the Councillor will be asked to do the
research and report it to the Parish Clerk for the future agenda item.

Members are asked to note that the next meeting of Sutton Maddock Parish Council
is scheduled to be held on Thursday 10th March 2022.
