It is fully understood that this may not be a suitable or acceptable method of holding
a meeting for all Councillors or members of the public but during the implementation
of the COVID – 19 restrictions the Government has looked at alternative options of
holding a meeting rather than face to face. We are currently not able to meet face to
face.

Minutes of a Meeting of Sutton Maddock Parish Council
held on Thursday 11th March 2021via virtual means

In attendance: Anne Wilson Parish Clerk
PCSO Jacqueline Fletcher of West Mercia Police addressed the meeting and
answered questions on matters of concern. She covers Shifnal and Albrighton as
part of the Safer Neighbourhoods Team.
Concerns were raised about the fly tipping of tyres and speeding. There would be
more speed checks carried out. There was a lot more natural surveillance of areas
as people were working from home.
57/2020 Apologies for absence
RESOLVED to receive apologies of absence for this meeting from:
• Cllr. Mrs A. Evason – unwell
• Cllr. C. Walker – another meeting
58/2020 Declarations of Interest.
RESOLVED to receive declarations of interest under consideration on this agenda in
accordance with the Localism Act 2011 s32 and The Relevant Authorities
(Disclosable Pecuniary Interests) Regulations 2012.
• Cllr. Mrs E. Attwood declared a personal interest in planning decision
no. 20/04973/DIS Brockton Farm Bungalow

58/2020 Public Question Time and Participation
There were no Members of the public present.
59/2020 Chairman’s Announcements
The Chairman said that there was not much to report but it had been realised that
the Clerk had been paid wrongly and the amount she was owed was to be paid this
month.
60/2020 Minutes
RESOLVED to approve the draft minutes of the Parish Council meeting held on
Thursday 14
th January 2021.
61/2020 Elections
Members were reminded that this is the last Parish Council meeting before the
elections on Thursday 6th May 2021. All Councillors are up for election and will be
required to re-apply to be a Member of Council though the election process.
Members will be able to access application forms for the post of Councillor from
Shropshire Council and would need to look on Shropshire Council website to know
when and where to take the forms back to. It was likely that appointments would
need to be made.
62/2020 Future Meeting
Members noted that currently that the Parish Councils in England can be held by
virtual means until 7th May 2021. Although there is some movement to attempt to get
this date extended Members are asked to note that as it stands the Annual Meeting
and the Annual Parish Meeting due to be held in May 2021 may be held face to face.
The Clerk will keep Members updated as information is received.
63/2020 Renew
There was no update about Renew – no lorries or activity at the site had been seen.
It was agreed to leave Renew off future agendas unless things changed.
64/2020 Sutton Wharf Caravan Park
Members received an update on the reporting on the removal of trees at Sutton
Wharf to both the Environment Agency and Shropshire Council Planning
Enforcement team.

It appeared that trees had been taken down and a rubble roadway laid to extend the
road. Severn Gorge had given access to the site and concern was expressed as to
whether a caravan park was to be installed, all without planning permission.
Members were unhappy that no reply had been received from Planning Enforcement
at Shropshire Council or the Environment Agency, despite chasing a reply. The grid
reference had been given to the Environment Agency.
RESOLVED that the Clerk chase Shropshire Council and the Environment Agency
copying in Cllr. Wood but also to contact Cllr. Wood, Shropshire Councillor and ask
him to do something on our behalf.
65/2020 Updates on items from the meeting on Thursday 14th January 2021
The Clerk will report back on the following matters:
• Signage outside Apley Farm on the road verge – no reply had been received
from Shropshire Council
• Signage at Sutton Maddock Roundabout – no reply had been received from
Shropshire Council
• Emptying bin in the bus shelter – details and cost – no further correspondence
had been received from Shropshire Council and no new bin installed
• Private Road Notice – this was still in situ. There were also new gates
installed although unlocked. Members noted that there was now a private
road notice on the end of the road past Keepers Cottage towards the Dell on
Beckbury Road – councillors would contact the Clerk with the relevant
information for her to send on to the Rights of Way Officer at Shropshire
Council
• Cutting of grass verges – Steve Brown from Shropshire Council had replied
that he was chasing someone to send through the information requested
about the Council contract and the frequency of cuts in the parish, but no
update had been received
66/2020 Finance
i) Accounts for Payment
RESOLVED that Members agreed to make the following payments:
A. Wilson Salary £297.92 (noting that the Clerk has been underpaid this
financial year to date)
HMRC £198.00
A. Wilson expenses £274.35

ii) Accounts
RESOLVED that Members:
• considered and note the schedule of accounts to date
• noted that as of 16th December 2020 the bank account had £6473.86 in it.
iii) Update on Sage Refund
RESOLVED that Members noted that the Clerk had stopped the Standing Order to
Sage and was working on closing the account at Sage.
67/2020 Planning
67.1 Planning Applications
Members noted that there are no planning applications for consideration at the
meeting as at the time of writing the agenda.

RESOLVED that Members noted the following decisions:
i) Granted:
20/04973/DIS Brockton Farm Bungalow B4379 from Sutton Maddock Island to
junction A4169 Brockton
Discharge of condition 4 (lighting) on planning permission 17/02823/FUL
ii) Refused:
20/0977/FUL Sutton Hill Farm, Sutton Wood, Shifnal
Proposed extension of agricultural storage building to allow for the storage of grain
67.4 Any other Planning Matter
• The Parish Council were informed that a new Director at Shropshire Council
wants all the outstanding planning applications determined within a fixed
timescale
• Concern was expressed about work going on at 4 Brick Kiln Lane despite a
planning application being refused. It was agreed that planning enforcement
would be contacted about the works

68/2020 Sutton Maddock Village Hall
There were no updates about the village hall as no meetings had been held due to
COVID. The Parish Clerk would bring defibrillator costs to the next meeting.
69/2020 Road Safety
There was no update from Dave Gradwell at Shropshire Council about the repainting
of the white lines on the A442 and the Clerk was asked to contact him for further
information and dates.
70/2020 Parish Website
The Clerk had not heard back from 123 about the Domain name despite a letter
being sent and would chase it. She had concerns about the Hugo Fox website not
being DDA complaint.
71/2020 Shropshire Council
There were no items from Shropshire Council for consideration or discussion.
72/2020 Any new matters relating to the parish not included elsewhere on the
agenda
Members were invited to raise any matter brought to their attention in the parish but
are asked to note that no decisions can be made under this item.
• A442 – concern was expressed about the state of the A442 from Severn Park
in Bridgnorth all the way through the parish to Sutton Maddock and the many
potholes on the road surface.
RESOLVED that the Clerk write to Cllr. Wood and Cllr. Lea, both Shropshire
Councillors asking for their support in ensuring that the complete length has
attention not just little parts of it
• There is a large pothole before the bridge in Brockton which needs attention
and also opposite Longwood on the A442
• A request has been made by a local resident who is voluntarily litter picking
for the black bags of rubbish to be picked up and if possible, some litter
pickers/bags to be supplied. The Clerk would contact them and advise that
Shropshire Council will be contacted about this matter

73/2020 Date of next meeting
RESOLVED to note that the next meeting of Sutton Maddock Parish Council is
scheduled to be held on Thursday 13th May 2021.
