Recording of Meetings

Under the Openness of Local Government Bodies Regulations 2014, members of the public may now film, photograph and make audio recordings of the proceedings of the formal Council meeting, though not, under current legislation, of the Public Participation session, as this is not part of the formal agenda of the meeting.   1. Public Question Time and Participation

Members of the public are advised that they are welcome to ask questions about items on the agenda. It is not always possible to give a verbal response at the meeting and questions may receive a written reply. No resolution can be made under this item.

Questions should relate to matters of Parish Council policy or practice and not relate to the individual affairs of either the questioner or any other named person.

  1. ANPR Cameras

Cllr. Marin Humphries, Chairman will update Members on the information below:

There was a news story on the Shropshire Council website yesterday (see below) about ANPR cameras being installed in some of the areas to not just help with crime but also to help identify speeding drivers.

ANPR cameras go up in three Shropshire villages to deter speeding drivers

Cllr. Richard Marshall has suggested that we do a joint application from the two Parish Councils to John Campion’s office to get our concerns across and it seems that it needs to be a minimum of two parishes to get their attention.  (john@campion4westmercia.com)

  1. Climate Emergency Climate Workshop – Special April Offer

The local Parish Councils have received the following e mail from SALC – Members are asked to consider whether anyone would like to attend.

I would like to invite you and your councillors to come to Save Our Shropshire’s Town/Parish Council Climate Emergency workshop at the special discounted offer price of £ 45.00 (plus the £ 10.00 fee to the Carbon Literacy Project for their certificate). This is a unique workshop developed for Parish and Town Councils to help them face the climate emergency.

A delegate from the last course said, “As someone that was most definitely ‘carbon unaware’ I feel I am now armed with lots of information in readiness to spread the word and try to make a real difference”.

We have all just seen the impact of the floods. They are now annual events, instead of one in a hundred-year events. Soaring petrol, diesel, and energy prices emphasize the need to stop our addiction to carbon fuels. A recent BBC “Shop Well for the planet” programme showed how a Shrewsbury couple could save £1,000 and two tonnes of CO2 per year by changing their lifestyles. It’s worth making a difference!

We are running out of time! We as councils are legally obliged to get to net-zero carbon emissions by 2050. The scientists say current UK progress is way off track.

The course will arm your council with what your council needs to:

  • Enable Climate Emergency champions to be appointed.

Tackle the challenges on housing, energy, food, transport and fuel-poverty.

Develop practical actions based on best practices from other councils

Engage your members and the community in tackling the threats to the planet.

 

 

The workshop will be run on 13th, 20th and 27th April between 6.30 pm and 9 pm. The cost is £90 per person + £10 to the Carbon Energy Project. (They are showcasing the workshop at the virtual SLCC Climate Change summit to more than 170 Financial and Parish and Town Clerks, next week, on March 23rdfrom 10 am to 4 pm. )

 

  1. Community Neighbourhood Fund

For information only:

As you know, the Community Infrastructure Levy (CIL) is paid by developers of new residential development and spent on infrastructure priorities necessary to support development identified through the Place Plans.

The Government supports a local focus to infrastructure delivery and has determined that a proportion of total CIL monies arising in an area should be provided directly to the relevant Town and Parish Council as a Neighbourhood Fund. The amount to be transferred to Town and Parish Councils is not straightforward and only applies to development where the CIL Liability Notice has been issued after 25th April 2013 (the date that the Neighbourhood Fund was introduced within the Amendment CIL Regulations (2013)).

However, in summary, where the Neighbourhood Fund applies to a development it represents:

  • 25% of the total CIL liability where there is an adopted formal Neighbourhood Plan or Neighbourhood Development Order.
  • 15% of the total CIL Liability where there is no adopted formal Neighbourhood Plan (capped at £100 per council tax paying dwelling).

Members are asked to note that there is no CIL Fund available to Sutton Maddock Parish Council this year.

Cost of Jubilee Gifts £891.00 – was paid 14th March 2022 as the goods needed to be paid for in advance to enable the mugs to be received prior to Jubilee Bank Holiday weekend.
