Council in Norton Village Hall to be held on Thursday 12th May 2022 upon the rise of
the Annual Parish Meeting.

Recording of Meetings
Under the Openness of Local Government Bodies Regulations 2014, members of
the public may now film, photograph and make audio recordings of the proceedings
of the formal Council meeting, though not, under current legislation, of the Public
Participation session, as this is not part of the formal agenda of the meeting.
Recording activity should be respectful to the conduct of the meeting and behaviour
that disrupts the meeting (such as oral commentary) will not be permitted.
Agenda
1. Apologies for absence
Members are asked to receive apologies of absence for this meeting.
2. Election of Chairman
i) Members are asked to elect a Chairman of Sutton Maddock Parish Council for the
remainder of the municipal year.
ii) The Chairman will be asked to sign their Declaration of Acceptance of Office.
3. Election of Vice Chairman
i) Members are asked to elect a Vice Chairman of Sutton Maddock Parish Council
for the ensuing municipal year.
ii) The Chairman will be asked to sign their Declaration of Acceptance of Office.
4. Declarations of Interest.
To receive declarations of interest under consideration on this agenda in accordance
with the Localism Act 2011 s32 and The Relevant Authorities (Disclosable Pecuniary
Interests) Regulations 2012.
Members are reminded that should you declare a pecuniary interest at a meeting, it
is your responsibility to inform the Monitoring Officer.
5. Public Question Time and Participation
Members of the public are advised that they are welcome to ask questions about
items on the agenda. It is not always possible to give a verbal response at the
meeting and questions may receive a written reply. No resolution can be made under
this item.
Questions should relate to matters of Parish Council policy or practice and not relate
to the individual affairs of either the questioner or any other named person.
6. Chairman’s Announcements
The Chairman will give any announcements in relation to parish matters or the
agenda.

7. Minutes
Members are asked to confirm the minutes of the meeting of Sutton Maddock Parish
Council held on Thursday 10th March 2022.

8. Elections and Co-option
Members are asked to note that following the resignation of Adelle Evason there was
a vacancy on the Parish Council. The relevant process has been followed and no
election has been called.
Members are therefore asked to agree to advertise the vacancy for co-option. All
applicants will be invited to the July meeting and asked to make a short presentation
about themselves and why they would like to become a Councillor before the Council
vote on their co-option.
If there are more than one applicant, then a vote will take place using the
proportional voting method and if only two then the Council would have to have a
very good reason not to accept both applicants.
9. Representatives Outside Bodies
Members are asked to elect Members to the following Outside Bodies and those with
special responsibilities:
i) The SALC Area Committee
ii) Tree Warden
iii) The Local Joint Committee
10. Policy Documents
Members are asked to make any comments about the documents, consider any
changes and adopt them as a working document:
i) Standing Orders
ii) Financial Regulations
11. Report from Shropshire Councillor
Councillor Richard Marshall will update the Council on matters pertaining to
Shropshire Council and those relevant to Sutton Maddock Parish Council.
12. Parish Council Matters
i) Training
Members are asked to agree a further date for training at the meeting.
ii) Website
The Parish Clerk will give an update on the website and also on the opportunity to
obtain Council specific e mails for Members.
iii) Any other matter to be raised by Councillors with regard to the
Parish Council for consideration.
13. Finance
i) Accounts for Payment
Members are asked to agree to the following payments:
• SALC membership for 1st April 2022 – 31st March 2023 £172.74
• Insurance Came and Company £618.89 (the Clerk will obtain alternative
quotes before the meeting)
• Parish Jubilee Event contribution £500 (donation was approved at the March
2022 meeting)
ii) Accounts
Members are asked to note that as of 17th February 2022 our bank account
had £8031.22 in it.
iii) End of Year Accounts
Members are asked to confirm:

iii) Annual Governance Statement

14. Planning
i) Planning Applications
Members are asked to consider the following planning application:
• 22/01671/ADV Roundabout Junction A442 Bridgnorth Road B4176 and
B4379 Sutton Maddock
Erect and display four sponsorship signs placed on the roundabout
ii) Planning Applications Refused
• 21/01635/FUL Sutton Wharf Caravan Site Sutton Maddock
Change of use of land for the siting of 14 static caravans to form an extension
to existing static caravan site with retrospective regarding of the sure and
formation of an access track (amended submission)
iii) Any other Planning Matter
There were no other planning matters as at the time of writing the agenda but
planning matters may be bought up for consideration by Members.
15. Plans for the Jubilee
The Chairman will speak to this item for consideration by Members:

• Beacon Lighting for the Jubilee
• Jubilee Mug Distribution
16. Sutton Maddock Village Hall
Any update on Sutton Maddock Village Hall will be given at the meeting
17. Shropshire Council
Members are asked to consider or note the following – as at the time of writing the
agenda there are no matters.
18. Any new matters relating to the parish not included elsewhere on the
agenda
Members are invited to raise any matter under this item but noting that no decisions
can be made although instructions can be given to the Clerk.
It is also the opportunity to ask for items for a future agenda but noting that if the
items require research, then unless a simple answer can be obtained by the Parish
Clerk by an e mail or telephone call then the Councillor will be asked to do the
research and report it to the Parish Clerk for the future agenda item.
i) 20’s Plenty for Us
Cllr. Shane Williams has asked for this item to be placed on the agenda and will
speak about the event held in April 2022
19. Date of next meeting
Members are asked to note that the next meeting of Sutton Maddock Parish Council
is scheduled to be held on Thursday 14
th July 2022.
