Recording of Meetings

Under the Openness of Local Government Bodies Regulations 2014, members of the public may now film, photograph and make audio recordings of the proceedings of the formal Council meeting, though not, under current legislation, of the Public Participation session, as this is not part of the formal agenda of the meeting. Recording activity should be respectful to the conduct of the meeting and behaviour that disrupts the meeting (such as oral commentary) will not be permitted.

Members are asked to receive apologies of absence for this meeting.

To receive declarations of interest under consideration on this agenda in accordance with the Localism Act 2011 s32 and The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.

Members are reminded that should you declare a pecuniary interest at a meeting, it is your responsibility to inform the Monitoring Officer.

  1. Public Question Time and Participation

Members of the public are advised that they are welcome to ask questions about items on the Agenda. It is not always possible to give a verbal response at the meeting and questions may receive a written reply. No resolution can be made under this item.

Questions should relate to matters of Parish Council policy or practice and not relate to the individual affairs of either the questioner or any other named person.

  1. Chairman’s Announcements

The Chairman will give any announcements in relation to parish matters or the agenda.

  1. Minutes

To approve the draft minutes of the Parish Council meeting held on Thursday 10th May  2018.

  1. Updates on items from the meeting on the 10th May 2018

 

7.1 Planning:

 

  1. Update on the stones outside Longwood
  2. The planting of trees outside a local property.

 

7.2 Other matters:

 

The Clerk will report back on the following matters:

 

  1. Grass outside Brookview has not yet been cut, when and how often Keir when the grass and verges
  2. Installation of the CCTV signage for the Rural Crime Initiative and whether they were available.
  • On the road by the garage where there was a water problem the manhole had been covered up.
  1. Concern about Renew where Graham Manton, Apley Estates had been

involved a couple of enforcement actions in relation to Candlehouse Farm who were still not keeping to their planning consent and conditions. The Clerk would chase.

  1. Who continued to serve on the Village hall Committee

 

  1. Finance

 

  1. Internal Audit

 

The Clerk will update Members on the Internal Audit for the 2017-2018 Financial Year.

 

  1. Bank Account

 

The Clerk can make the necessary amendments to the bank accounts when the minutes of the Annual Meeting of this Council are confirmed and signed.

 

  • Accounts for Payment

 

Members are asked to agree the following payments:

 

  1. Clerks salary tba

  • ICO data Controller Fees £40.00 (see 9 ii) )

  1. General Data Protection Regulations (GDPR)

 

  1. The Clerk will give a verbal update with regard to GDPR and options for Council specific e mail addresses for Councillors.

 

  1. Members are asked to note that under the GDPR Regulations Data Controllers are required to register with the Information Commissioners Office (ICO) and to pay a fee to the ICO. For Councils with up to ten Members of staff the fee is £40.

 

  1. Planning

 

10.1 There are no applications for consideration

 

10.2 Applications considered in between meetings:

 

18/02082/FUL Havenhills Farm, Lower Havenhills, Shifnal

Application under 73A of the Town and Country Planning Act 1990 for the construction of a fenced horse arena of 40m x 20m in an area of equestrian land.

 

10.3 Applications – passed

 

  1. 18/0317/FUL Woodside Cottage, Shifnal

Erection of single storey rear and side extension

 

10.4 Community Infrastructure Levy (CIL) Funding

 

Concern has been expressed that some local authorities are some using the S106 legislation instead of taking the policy decision to adopt regimes using CIL. This means many councils adopted a Neighbourhood Plan and are therefore entitled to 25% of CIL receipts to plough back into their community. If remaining with S106 then councils cannot access it.

 

The Chairman and Cllr. Attwood have been invited to complete a short survey on behalf of the council produced by NALC on behalf of the Council and will report to the meeting.

 

  1. Bridgnorth and Shifnal Area Committee

 

The Clerk will give an update on membership at the meeting but Members are asked to note that the meeting scheduled for July was postponed due to lack of business.

 

 

 

  1. Future Fit

 

Members are asked to note that there is a Future Fit consultation meeting due to be held on 25th July 2017 at Bridgnorth Leisure Centre from 3.30 p.m. – 7.30 p.m.

 

  1. A442 Brocton Crossroads

 

Apologies have been received from a Principal Engineer at Shropshire Council with regard to Brocton Crossroads. They are not sure when the work will be carried out in this financial year but it is hoped that the proposed work will reduce accidents at the crossroads.

 

Proposals in this financial year is primarily to the signage on the A442 approaches to better highlight the junction and their locations to motors. The accident data showed that accidents occurred while motorists were colliding with waiting cars or turning vehicles and this is why we are better identifying the crossroads.

 

  1. Vacancy for a Councillor

 

Members are asked to consider the co-option of a Councillor with effect from the September 2018 meeting.

 

  1. Norton Village Hall

 

Member are asked to have a discussion about the village hall and agree away forward with regard to the asset amount showing on the Councils’ accounts.

 

  1. SALC Area Committee

 

Member are asked to note that Sutton Maddock Parish Council does have representation on the local SALC Area Committee. Cllr. Ann Hill has offered to be the Councils’ representative.

 

  1. Town and Parish Council Forum

 

The next meeting of the Shropshire Council Town and Parish Council Forum is due to be held at 10.30 a.m. on Monday 3rd September 2018 at Shirehall. The Clerk will be attending but there is also the opportunity for a Member to attend too and therefore Members are asked to consider if any Member may like to attend.

 

  1. Any new matters relating to the parish not included elsewhere on the

      agenda.

 

Members are invited to raise any matter brought to their attention in the parish but are asked to note that no decisions can be made under this item.

 

  1. Date of next meeting

 

Members are asked to note that the next meeting of Sutton Maddock Parish Council is scheduled to be held on Thursday 13th September 2018.
