Minutes of a meeting of Meeting of Sutton Maddock Parish Council held on Thursday 14th November 2019 in Norton Village Hall.

38/2019 Fire safety Announcement
The Chairman gave a fire safety announcement.
39/2019 Apologies for absence
RESOLVED that there were no apologies of absence for this meeting.
40/2019 Declarations of Interest.
There were no declarations of interest.
41/2019 Public Question Time and Participation
There were no public present.
42/2019 Vacancy for a Councillor
Sutton Maddock Parish Council was informed before the last meeting that after due process no resident has called for an election to fill the vacancy for a Parish Councillor and therefore Members are invites to consider co-option to fill this seat.
Various residents had been spoken too and an advertisement had been placed in the church magazine however to date no interest had been shown. Several names were mentioned and these people would be spoken to.
43/2019 Chairman’s Announcements
The Chairman made the following announcements in relation to parish matters or the agenda:
- Report on the Bridgnorth and Shifnal Area Committee
- Ongoing issues about no responses being received from Shropshire Council to matter raised with them – it was felt that as a very small council they took no notice
- Additional bank signatures were required by the Council – the Clerk would obtain the necessary paperwork from Lloyds Bank
44/2019 Minutes
RESOLVED to approve the draft minutes of the Parish Council meeting held on Thursday 12th September 2019
45/2019 Updates on items from the meeting on the 12th September 2019
RESOLVED that Members considered and noted the following updates from the Clerk and Chairman:
- Concern about Renew where Graham Manton, Apley Estates had been
involved a couple of enforcement actions in relation to Grindlehouse Farm
who were still not keeping to their planning consent and conditions.
- Haven Hills Ménage lights – there had been no more lights recently
- Signage outside Apley Farm on the road verge and Sutton Maddock Roundabout. Members stated that there were currently 18 different signs and it was noted that the response from Shropshire Council was that enforcement action had been taken a few years ago and therefore no further action would be taken. The Clerk would put in a new enforcement request on behalf of the meeting
- Brockton Crossroads – sadly there needed to be something serious happen at these crossroads before Shropshire Council would taken any notice or take serious action, The new signage and road markings promised have not yet been installed but neither had the roundabout promised at a cost of £1/2m following pressure by the Police
- Smartwater
- Private Road notice – the Chairman has raised his with Shropshire Council, although it is a registered bridleway, bit there had still been no response. The Clerk would follow this up
- West Mercia Police – the Chairman will give an update
- Condition of the A442 from Worfe Bridge to Bridgnorth
- Glamping Pods – it appeared that Shropshire Council had mislaid the completed enforcement paperwork sent by Max in April this as they had sent further paperwork for the council to complete
Members agreed with the Clerk in that all the outstanding matters would be followed up but Cllr. Wood, Mark Barrow and Clive Wright would all be copied in due to lack of meaningful response from Shropshire Council

RESOLVED that Members noted the following:

Erection of a single storey rear extension to detached dwelling, dimensions 5 metres beyond rear wall, 3.77 metres maximum height, 2.25 metres high to eaves
Refused: There were none as at the time of the meeting.
48/2019 Shropshire Council
RESOLVED that Members considered and noted the matters listed below:
- Presentation – Highways Winter Service Plan (Place Overview Committee,
Shropshire Council)
- Midlands Partnership NHS Foundation Trust: New mental health service supporting Shropshire and Telford and Wrekin Mums during and after pregnancy
- Library Strategy Consultation
- Therapy-led ward to open at RSH
- Shropshire Council venue accessibility consultation
49/2019 Any new matters relating to the parish not included elsewhere on the
agenda
Members noted the following:
- West Mercia Police were not able to attend this meeting but would endeavour to attend a future meeting
- The Clerk was asked to contact the local Shropshire Councillors including those representing Bridgnorth and other local areas to offer ac ordinated approach to get Shropshire Council to take note and take action over the speed of traffic along the A442 from Bridgnorth to Sutton Maddock. There are some very concerned local residents in the parish including some residents who have just moved into houses on the road
50/2019 Date of next meeting
RESOLVED to note that the next meeting of Sutton Maddock Parish Council is scheduled to be held on Thursday 10th January 2020.
