SUTTON MADDOCK PARISH COUNCIL
It is fully understood that this may not be a suitable or acceptable method of holding
a meeting for all Councillors or members of the public but during the implementation
of the COVID – 19 restrictions the Government has looked at alternative options of
holding a meeting rather than face to face. We are currently not able to meet face to
face.
Minutes of a Meeting of Sutton Maddock Parish Council held on Thursday 12th
November 2020 at 7.30 pm via virtual means as outlined above.

In attendance: Anne Wilson Parish Clerk
Angela from the Village Hall joined the Parish Council meeting to facilitate a
conversation about the funds form the sale of Sutton Maddock Village Hall and the
makeup of the Committee as numbers seem to be dwindling.
Angela confirmed that there should be two representatives from the Parish Council
on the Village Hall Committee alongside representatives from the RBL, the church, a
young people representative, the WI (although no longer exists) and there was a
co-optee too. Once the vacancies were filled Angela will call a meeting to discuss the
funds and how they could help the parish. Angela questioned where the physical
boundary of the Parish was.
Members agreed that the Village Hall should be a standing item on the agenda at
each Parish Council meeting.
Two members of the PC were elected to the Village Hall committee.
27/2020 Apologies for absence
RESOLVED to receive apologies of absence for this meeting from:

28/2020 Declarations of Interest.
RESOLVED to note that there were no declarations of interest under consideration
on this agenda in accordance with the Localism Act 2011 s32 and The Relevant
Authorities (Disclosable Pecuniary Interests) Regulations 2012.
29/2020 Public Question Time and Participation
There were no Members of the public present.
30/2020 Chairman’s Announcements
The Chairman did not have any announcements in relation to parish matters or the
agenda.
31/2020 Minutes
RESOLVED to approve the draft minutes of the Parish Council meeting held on
Thursday 3
rd September 2020.
32/2020 Renew
Members received an update on Renew leaving the site at Grindle House Farm and
any other matter pertaining to Renew.
The following had been received from Julian Beeston, Planning Enforcement
Specialist at Shropshire Council:
Following a recent site inspection at Grindle House Farm, the Council is satisfied the
requirements of the enforcement notice issued in respect of the unauthorised change
of use of the Farm has been complied with. The office building located at the farm
remains occupied by Imperial Bricks/Renew reclamation and benefits from permitted
development rights (where express planning permission is not required). The office
building was not subject of the enforcement notice. If you require any further
information, please do not hesitate to contact me.
Until the week of the meeting lorries had still been seen leaving the site and photos
were being sent to Shropshire Council as evidence. Kemberton were also doing the
same.
33/2020 Updates on items from the meeting on Thursday 3
rd September 2020
The Clerk reported back on the following matters:
• Road safety concerns within the parish – some Councillors had met with
Shropshire Council highways with regard to concerns about the Brockton
Crossroads and the speed of traffic through the parish

• Signage outside Apley Farm on the road verge and Sutton Maddock
Roundabout – although e mail exchanges on this matter had been had with
they had come back asking for grid references again and there was no further
update
• Private Road notice – this gate had been installed to stop people using the
road as a short cut and the owner feels it is within his rights to do so as it as a
bridleway although the Parish Council dispute this is allowed without planning
permission. The Clerk was asked to contact Shropshire Council again about
this matter.
• Flooding along the A442 and by Sutton Maddock Village Hall
• Poor visibility due to the height of the grass verge, as you turn out of Vicarage
Lane onto the main road and at Brockton Crossroads. Cllr. Walker stated that
the grass verge had only been cut once this year at the top of Vicarage Lane.
The clerk was asked to raise this matter again early in 2021 to establish how
frequently the verge was scheduled to be cut.
• Glamping pods in Sutton Woods – The Glamping Pods had apparently blown
away during the high winds.
• Emptying bin in the bus shelter – Cllr Speke had sent more information to
Steve Brown at Shropshire Council as requested by him
34/2020 Brocton Crossroads and Road Safety
Having raised concerns on highway issues, Parish Councillors had site meetings
since the last SMPC meeting at Brockton crossroads and on the A442 with
organisations to discuss these. An update was given at the Parish Council meeting
on both these meetings. Members were disappointed with the discussion but noted
that Dave Gradwell’s department of twelve was now just down to one.
Councillors met with Rod Lake of West Mercia Police Safer Roads Partnership who
had traffic monitoring equipment installed on the A442 north of Vicarage Lane.
However it was felt that this would not have been reflective of traffic speeds due to
temporary traffic lights operating in the vicinity during the dates it was installed
35/2020 Finance
i) Accounts for Payment
RESOLVED that Members agreed to the following payments:
• SALC Affiliation Fees 2020/2021 £164.04
• Wilson Salary £154.77
• HMRC £103.20

ii) Budget 2020/2021
Members were asked to make any recommendations and comment on any aspect of
the 2020/2021 budget which will be presented to Council in January 2021 for
consideration. Members would think about this before the January meeting.
36/2020 Planning
36.1 Planning Applications
There are no planning applications for consideration at the meeting as at the time of
writing the agenda.
36.2 Applications considered in between meetings:
• 20/03610/FUL 4 Brick Kiln Lane Sutton Maddock
Erection of single storey (ancillary accommodation) and two storey extensions to
front elevation; single storey and first floor extensions and balcony with glazed walls
to rear elevation; extension to roofline to provide second floor accommodation;
insertion of roof lights to front roofline and dormer windows to rear

RESOLVED that Members noted that 20/03610/FUL 4 Brick Kiln Lane, listed above,
has been refused.
36.4 Any other Planning Matter
• Planning at Haven Ménage. The lights here had now gained retrospective
planning permission
• Lights at the menage at New Bungalow, Brockton.. The lights at Haven
Menage have retrospective planning permission now but it is lights in
Brockton that we need to raise with Shropshire Council.

37/2020 Shropshire Council
• Environmental Maintenance Grants
The Clerk was asked to find out a bit more about what these grants could be used
for and report back to the January 2021 meeting, noting that the closing date was
March 2021 and that match funding was required. Members asked if the grant could
be used towards traffic speed signs.
38/2020 Grant request from Severn Gorge Countryside Trust
At the last meeting Cllr. Speke agreed to go back to the trust and find out a bit more
about their grant request which he had done and passed this onto Angela of the
Village Hall Committee. However no grant had yet been made.
S137 of the Local Government Act 1972 could be used to give grants to local
organisations.
39/2020 SALC AGM
RESOLVED that the Parish Clerk would attend the SALC AGM to be held on Friday
20th November 2020 at 6 p.m. via Zoom and would be able to vote on behalf of the
Council.
40/2020 Nominations for The High Sheriff’s Outstanding Young Citizen Awards
These awards this year are being organised by Shrewsbury Colleges Group. Now in
its sixteenth year, the awards are a great way to showcase and celebrate the many
endeavours carried out by young people in our communities. By participating in
activities within school and the wider community, young people gain the experience
to develop the skills to cope with life and the challenges which it brings. These
awards recognise young people aged 18 years and under who live in Shropshire and
have demonstrated commitment to citizenship through various activities, either as an
individual or as part of a group. Parents, guardians, group leaders and teachers will
join nominees at an online virtual celebration where the overall winners for the
education authorities of both Shropshire and Telford & Wrekin will be revealed.
Members did not feel that they knew anyone who could be nominated.

41/2020 Any new matters relating to the parish not included elsewhere on the
agenda
Members are invited to raise any matter brought to their attention in the parish but
are asked to note that no decisions can be made under this item.
i) Sutton Maddock Parish Council Website
Members noted the improvements made to the website by the Parish Clerk. The
Clerk was asked to sort out the confusions over the domain name.
ii) Storage Company
The Clerk was asked to follow up the possible planning breach over the storage
company based just off the Stockton Crossroads and whether they needed change
of use for their business.
iii) Concern over small car
A silver car had been seen in the area on a regular basis and there was concern
about the suspicious behaviour being shown by its occupants.
42/2020 Date of next meeting
i) RESOLVED to note that the next meeting of Sutton Maddock Parish
Council is scheduled to be held on Thursday 14th January 2021
This will need to be via virtual means unless the COVID-19 restrictions on how
Parish Councils hold meetings is lifted. It is currently in statute until May 2021
ii) 2021 meeting dates
RESOLVED to note that Members confirmed the following meeting dates for 2021 –
the following meetings should be the second Thursday of March, May, July,
September and November 2021.
• March 11th
• May 13th
• July 8th
• September 9th
• November 11th
The Chairman and Vice-Chairman would meet with the Parish Clerk via Zoom before
the January 2021 meeting to carry out her appraisal.

Recording of Meetings
Under the Openness of Local Government Bodies Regulations 2014, members of
the public may now film, photograph and make audio recordings of the proceedings
of the formal Council meeting, though not, under current legislation, of the Public
Participation session, as this is not part of the formal agenda of the meeting.
Recording activity should be respectful to the conduct of the meeting and behaviour
that disrupts the meeting (such as oral commentary) will not be permitted.
Agenda
Angela from the Village Hall has been invited to join the November Parish Council
meeting to facilitate a conversation about the funds form the sale of Sutton Maddock
Village Hall and the makeup of the Committee as numbers seem to be dwindling.

Having raised concerns highway issues Parish Councillors have had site meetings
since the last SMPC meeting with organisations to discuss these. An update will be
given at the Parish Council meeting and Members may eb asked to agree a way
forward if required.
